If you've been putting off buying a home because you can't pull together a down payment, Illinois just made that a lot easier. Governor JB Pritzker and the Illinois Housing Development Authority (IHDA) launched a new statewide program called IHDAccess Home, offering eligible first-time homebuyers up to $15,000 in down payment and closing cost assistance. The program went live on March 11, 2026.

What Is the IHDAccess Home Program?

The IHDAccess Home program combines a 30-year, fixed-rate mortgage with up to $15,000 in assistance — structured as a zero-interest, deferred second mortgage. That means:

  • No monthly payments on the assistance while you live in the home
  • Zero percent interest on the $15,000
  • Repayment is deferred for up to 30 years — the balance is only due if you sell or refinance your home

The assistance is calculated as 6% of the purchase price, up to a maximum of $15,000, and can be applied toward your down payment, closing costs, or both.

The program is funded in part by the federal BUILD initiative, which provided $50 million to expand IHDA's down payment assistance programs and reduce barriers to homeownership across Illinois.


Who Qualifies for IHDAccess Home?

First-Time Homebuyers Only

You must be a first-time homebuyer — meaning you have not owned a home in the past three years. The program is open statewide for both existing homes and new construction.

Credit Score

A minimum credit score of 640 is required.

Income Limits

Income limits vary by county and household size. Here are a few examples:

Minimum Borrower Contribution

You'll need to put in at least $1,000 or 1% of the purchase price (whichever is greater) from your own funds toward the transaction.

Homeownership Counseling

All participants must complete a IHDA-approved homeownership counseling course before closing. This is a one-time requirement that helps buyers understand their rights, responsibilities, and finances.


Is There Any Additional Assistance Available?

Yes — IHDA layers in extra help for lower-income buyers through the IHDA Advantage Subsidy:

  • Households earning less than 80% of the Area Median Income (AMI) are eligible for an additional $1,500
  • Households earning less than 50% of AMI are eligible for an additional $2,500

These amounts are stacked on top of the standard $15,000 assistance, making the program even more powerful for buyers who need it most.


How Do You Apply?

You cannot apply directly through IHDA. Instead, the process works like this:

  1. Find an approved lender. IHDAccess Home is available through a network of more than 160 IHDA-approved lenders across Illinois. You can search for approved lenders at ihdamortgage.org.
  2. Complete homeownership counseling. Your lender or IHDA can connect you with an approved counselor.
  3. Apply for your mortgage. Your lender will package the first mortgage and the $15,000 assistance together.
